St. Croix County’s 2025 Housing Study
St. Croix County is experiencing significant challenges in its housing market due to population growth, economic shifts, and evolving community needs. These challenges have only been further compounded by rising housing prices, high building costs and high interest rates. In 2024, St. Croix Economic Development Corporation started the process of completing St. Croix County’s first-ever county-wide housing study and the study was completed in September of 2025. Full Housing Study
A key goal for the study and the broader, county-wide focus on housing is to ensure we can help and
support communities, developers, businesses, and residents to help them make the best possible
decisions about housing.
The study helps us understand what’s happening now, how much has changed, and what could happen
next.
This is just the start of what we want to be an ongoing conversation that brings people, ideas, and
resources together. Our approach is to do this collaboratively in a way that reflects what can work in
each community, makes sense for a builder or a project, becomes a resource for a company looking
to grow, and, most importantly, creates viable places for people of all ages and incomes to live in St.
Croix County.
Different partners and stakeholders at different levels can impact and are impacted by housing issues.
The SCEDC’s goal is to be a resource to keep this moving that engages people and stakeholders at
all levels.

County-Level Initiatives:
✔️Establish a St. Croix County Housing Task Force
Municipal-Level Initiatives:
✔️Identify and share information about public lands suitable for residential development
✔️Identify and share information about residential infill sites within the community
✔️Where applicable, utilize Tax Increment Financing (TIF) to create mixed-use development and utilize the Tax Increment District (TID) affordable housing extension to create an affordable housing fund
Employer & Community Partner Initiatives:
✔️Establish a revolving housing fund for St. Croix County
✔️Educate residents about wage and income levels in the county
Builder & Development Initiatives:
✔️Pursue public-private partnerships and other assistance programs
✔️Explore alternative construction methods
Priority Initiatives:
St. Croix EDC identified the following initiatives as priority actions to be taken in St. Croix County
✔️Establish a St. Croix County Housing Task Force

✔️Where applicable, raise awareness of TIF and how it can assist in development
